NOEL IS MOVING TOWARD THE NORTHEAST NEAR 20 MPH...32 KM/HR...AND
IT IS EXPECTED TO ACCELERATE TOWARD THE NORTH-NORTHEAST DURING THE
NEXT 24 HOURS.
