DISCUSSION AND OUTLOOK

At 1100 AM HST (2100 UTC), the center of Tropical Storm Lowell was
located near latitude 13.2 North, longitude 137.1 West. Lowell is
moving toward the west-northwest near 13 mph (20 km/h). A westward 
motion should resume during the next few hours and continue for the 
next several days.
 
Maximum sustained winds are near 45 mph (75 km/h) with higher gusts.
Gradual strengthening is expected during the weekend, and Lowell
could become a hurricane by Monday or Monday night.
 
Tropical-storm-force winds extend outward up to 70 miles (110 km)
from the center.
 
The estimated minimum central pressure is 1003 mb (29.62 inches).
