DISCUSSION AND OUTLOOK

At 1100 PM HST (0900 UTC), the center of Tropical Storm Lowell was 
located near latitude 12.6 North, longitude 134.8 West. Lowell is 
moving toward the west near 8 mph (13 km/h). This general motion, 
along with a gradual increase in forward speed, is expected during 
the next several days.
 
Maximum sustained winds are near 45 mph (75 km/h) with higher gusts. 
Gradual strengthening is expected during the weekend, and Lowell 
could become a hurricane by Monday.
 
Tropical-storm-force winds extend outward up to 70 miles (110 km)
from the center.
 
The estimated minimum central pressure is 1003 mb (29.62 inches).
