DISCUSSION AND 48-HOUR OUTLOOK

At 200 AM PDT (0900 UTC), the center of Tropical Storm Howard was
located near latitude 18.3 North, longitude 127.6 West. Howard is
moving toward the west-northwest near 15 mph (24 km/h) and this
general motion is expected to continue for the next couple of days.

Maximum sustained winds have increased to near 60 mph (95 km/h) with
higher gusts. Little change in strength is expected today.  Gradual
weakening is forecast to begin by tonight or early Wednesday.

Tropical-storm-force winds extend outward up to 105 miles (165 km)
from the center.

The estimated minimum central pressure is 999 mb (29.50 inches).
