DISCUSSION AND 48-HOUR OUTLOOK

At 800 AM PDT (1500 UTC), the center of Tropical Storm Celia was
located near latitude 14.8 North, longitude 121.3 West. Celia is
moving toward the west near 12 mph (19 km/h), and this motion is
expected to continue through Monday.  A turn toward the west-
northwest is forecast Monday night.

Maximum sustained winds have increased to near 70 mph (110 km/h)
with higher gusts. Additional strengthening is forecast during the
next 48 hours, and Celia is forecast to become a hurricane later
today.

Tropical-storm-force winds extend outward up to 140 miles (220 km)
from the center.

The estimated minimum central pressure is 991 mb (29.27 inches).
