DISCUSSION AND 48-HOUR OUTLOOK

At 200 AM PDT (0900 UTC), the center of Tropical Storm Celia was
located near latitude 14.2 North, longitude 115.8 West.  Celia is
moving toward the west-northwest near 13 mph (20 km/h).  A turn
toward the west is forecast later today, and this westward motion is
expected to continue through Sunday night.

Maximum sustained winds are near 40 mph (65 km/h) with higher gusts.
Strengthening is forecast during the next 48 hours, and Celia is
expected to become a hurricane on Sunday.

Tropical-storm-force winds extend outward up to 45 miles (75 km)
from the center.

The estimated minimum central pressure is 1005 mb (29.68 inches).
