THIS SPECIAL ADVISORY IS BEING ISSUED TO INITIATE ADVISORIES ON
TROPICAL DEPRESSION THIRTEEN-E.  VISIBLE SATELLITE IMAGERY
INDICATES THE LARGE TROPICAL DISTURBANCE NORTHEAST OF TROPICAL
STORM LIDIA HAS BECOME SUFFICIENTLY ORGANIZED TO BE CLASSIFIED AS A
DEPRESSION.  THE SYSTEM IS MOVING NORTHWESTWARD AT ABOUT 10
KNOTS...AND THIS GENERAL MOTION IS EXPECTED THROUGHOUT THE FIVE DAY
FORECAST PERIOD.  SOME INTENSIFICATION IS ANTICIPATED UNTIL THE
CYCLONE REACHES COOLER WATERS IN ABOUT THREE DAYS.
