At 300 PM MDT (2100 UTC), the center of Tropical Storm Eugene was
located near latitude 13.7 North, longitude 113.4 West. Eugene is
moving toward the northwest near 8 mph (13 km/h), and this motion is
expected to continue during the next couple of days.

Maximum sustained winds have increased to near 70 mph (110 km/h)
with higher gusts.  Eugene is forecast to become a hurricane
tonight.

Tropical-storm-force winds extend outward up to 70 miles (110 km)
from the center.

The estimated minimum central pressure is 995 mb (29.39 inches).
