DISCUSSION AND 48-HOUR OUTLOOK ------------------------------ At 200 PM PDT (2100 UTC), the center of Hurricane Frank was located near latitude 21.5 North, longitude 117.6 West. Frank is moving toward the west-northwest near 10 mph (17 km/h), and this general motion is expected for the next couple of days. Maximum sustained winds have increased to near 80 mph (130 km/h) with higher gusts. Little change in strength is expected today, and weakening is expected to begin on Wednesday. Frank is a small tropical cyclone. Hurricane-force winds extend outward up to 25 miles (35 km) from the center and tropical-storm-force winds extend outward up to 90 miles (150 km). The estimated minimum central pressure is 986 mb (29.12 inches).
