DISCUSSION AND 48-HOUR OUTLOOK
------------------------------
At 1100 AM EDT (1500 UTC), the center of Tropical Depression Julia
was located near latitude 31.8 North, longitude 78.2 West.  The
depression is moving toward the east near 8 mph (13 km/h).  A
decrease in forward speed is expected later today, followed by
a slow and erratic motion offshore of the coasts of Georgia
and South Carolina tonight through Saturday.

Maximum sustained winds are near 35 mph (55 km/h) with higher gusts.
Little change in strength is forecast during the next 48 hours as
Julia encounters unfavorable upper-level winds.  An Air Force
Reserve Hurricane Hunter aircraft is scheduled to investigate Julia
this afternoon.

The estimated minimum central pressure is 1010 mb (29.83 inches).


HAZARDS AFFECTING LAND
----------------------
RAINFALL:  Julia is expected to produce additional rainfall amounts
of less than an inch across coastal sections of northeastern South
Carolina and southeast North Carolina through Friday.
