SATELLITE IMAGES INDICATE THAT THE LOW-LEVEL CIRCULATION OF LOWELL
HAS BECOME SO STRETCHED AND POORLY-DEFINED THAT IT NO LONGER MEETS
THE DEFINITION OF A TROPICAL CYCLONE.  THE ONLY THREAT WITH LOWELL
IS LOCALLY HEAVY RAINFALL OVER PORTIONS OF NORTHWESTERN MEXICO. 
THIS IS THE LAST ADVISORY ON THIS SYSTEM.
