DISCUSSION AND 48-HOUR OUTLOOK

At 200 PM PDT (2100 UTC), the center of Tropical Depression
Thirteen-E was located near latitude 14.8 North, longitude 117.9
West. The depression is moving toward the west near 15 mph
(24 km/h), and this general motion is expected to continue for the
next few days.

Maximum sustained winds remain near 35 mph (55 km/h) with higher
gusts.  The depression is forecast to become a tropical storm
tonight.  Additional strengthening is expected after that, and it
could become a hurricane over the weekend.

The estimated minimum central pressure is 1006 mb (29.71 inches).
