DISCUSSION AND 48-HOUR OUTLOOK ------------------------------ At 200 PM PDT (2100 UTC), the center of Tropical Storm Howard was located near latitude 19.3 North, longitude 130.2 West. Howard is moving toward the west-northwest near 17 mph (28 km/h), and this general motion is expected to continue through Wednesday night. A turn toward the west is forecast on Thursday. Maximum sustained winds are near 60 mph (95 km/h) with higher gusts. Gradual weakening is expected during the next couple of days. Tropical-storm-force winds extend outward up to 105 miles (165 km) from the center. The estimated minimum central pressure is 999 mb (29.50 inches).
