DISCUSSION AND OUTLOOK ---------------------- At 400 PM CDT (2100 UTC), the center of Tropical Depression Celia was located near latitude 12.0 North, longitude 96.4 West. The depression is moving toward the west near 13 mph (20 km/h) and this motion is expected to continue for the next couple of days, followed by a turn to the west-northwest. Maximum sustained winds have increased to near 35 mph (55 km/h) with higher gusts. Gradual strenghtening is forecast, and Celia will likely become a tropical storm on Tuesday.
