DISCUSSION AND OUTLOOK ---------------------- At 400 PM CDT (2100 UTC), the center of Tropical Depression Celia was located near latitude 12.7 North, longitude 93.5 West. The depression is moving toward the west near 10 mph (17 km/h), and a west-southwestward motion is expected over the next day or so followed by a gradual turn to the west-northwestward by Wednesday. Maximum sustained winds are near 30 mph (45 km/h) with higher gusts. Gradual strengthening is now forecast, and Celia could become a tropical storm again on Tuesday.
