DISCUSSION AND 48-HOUR OUTLOOK ------------------------------ At 800 AM PDT (1500 UTC), the center of Tropical Storm Estelle was located near latitude 18.8 North, longitude 118.8 West. Estelle is moving toward the west-northwest near 12 mph (19 km/h). A motion toward the west or west-northwest with some increase in forward speed is expected over the next couple of days. Maximum sustained winds are near 65 mph (100 km/h) with higher gusts. Some strengthening is possible today or tonight, and Estelle could still become a hurricane. Gradual weakening is expected to begin on Wednesday. Tropical-storm-force winds extend outward up to 160 miles (260 km) from the center.
