DISCUSSION AND 48-HOUR OUTLOOK ------------------------------ At 400 AM EST (0900 UTC), the center of Tropical Depression Sixteen was located near latitude 11.5 North, longitude 79.4 West. The depression has been nearly stationary for the past several hours, and little movement is expected today. A slow motion toward the west is expected to begin on Tuesday. Maximum sustained winds are near 35 mph (55 km/h) with higher gusts. Slow strengthening is forecast during the next 48 hours, and the depression is expected to become a tropical storm later today or tonight.
