.SYNOPSIS...Strong high pressure across the NE U.S. will 
strengthen across the Gulf today through Mon to produce fresh to
locally strong NE winds across the E waters through Sun then
spread across W central portions Mon. A surface trough will 
meander along the Mexican coastal waters through Mon. Moderate SE
return flow will develop along the Texas coastal waters Tue 
through Wed.
