Updated to upgrade status of Tropical Storm Elsa to a Hurricane 

Offshore Waters Forecast for the Tropical N Atlantic from 07N to
22N between 55W and 64W, the SW N Atlantic S of 31N W of 65W
including Bahamas, and the Caribbean Sea.

Seas given as significant wave height, which is the average
height of the highest 1/3 of the waves. Individual waves may be
more than twice the significant wave height.

.SYNOPSIS...A tropical wave in the eastern Caribbean near 70W 
will move across the central Caribbean through Sat. Scattered 
showers and thunderstorms will accompany the wave with possibly 
reducing visibility. Recently upgraded Hurricane Elsa is 
centered near 13.1N 60.1W 995 mb at 8 AM EDT moving WNW at 24 
kt. Maximum sustained winds 65 kt gusts 80 kt. Elsa will 
maintain intensity as it moves to near 13.8N 62.4W this 
afternoon, to near 15.4N 67.4W late tonight to near 17.1N 71.7W 
Sat afternoon...then weaken slightly to a tropical storm as it 
reaches to near 18.7N 75.2W late Sat night with maximum 
sustained winds 60 kt gusts 75 kt...to near 20.2N 77.8W Sun 
afternoon with maximum sustained winds 55 kt gusts 65 kt, then 
to over central Cuba near 21.7N 79.7W late Sun night. Elsa may 
possibly reach the southeastern Gulf of Mexico Mon and Mon night 
and the far eastern Gulf Tue and Tue night .A tropical wave in 
the eastern Caribbean near 71W will move across the rest of the 
central Caribbean through Sat night and the western Caribbean 
Sun and Sun night. Scattered showers and thunderstorms will 
accompany the wave with possibly reducing visibility.

.SYNOPSIS...Atlantic high pressure will begin to shift southeast
today in response to a cold front that will approach the far 
northwest forecast waters. The front will become stationary just 
north of the area early next week. Recently upgraded Hurricane 
Elsa is well southeast of the area approaching the Windward 
Islands. Elsa is forecast to move into the eastern Caribbean Sea 
today and tonight, and move near the southern coast of 
Hispaniola Sat, then to near southeastern Cuba early Sun and to
