height of the highest 1/3 of the waves. Individual waves may be
more than twice the significant wave height.

.SYNOPSIS...Tropical Storm Debby is near 23.9N 83.2W at 5 PM
EDT, and is moving northwest at 13 kt. Maximum sustained winds
are 35 kt with gusts to 45 kt, and the minimum central pressure
is 1007 mb. Debby will move to 25.3N 84.1W Sun morning, 27.2N
84.6W Sun afternoon, 28.9N 84.4W Mon morning, strengthen to a
hurricane near 30.2N 83.8W Mon afternoon, move inland and weaken
to a tropical storm near 31.0N 83.0W Tue morning, and inland to
31.3N 82.0W Tue afternoon. Debby will change little in intensity
as it moves to near 31.5N 80.5W Wed afternoon. On the forecast
track, the center of Debby will move across the southeastern and
eastern Gulf of Mexico tonight and Sunday, reaching the Florida
Gulf coast late Sunday night or Monday. Otherwise, a weak ridge
will remain in place over the Gulf waters through early next
week allowing for generally gentle to moderate winds over most
of the basin.
