Franklin will strengthen to a hurricane at 8 PM near 20.1N 95.6W, and move inland Mexico near Veracruz late tonight into early Thursday morning with conditions improving across the SW Gulf throughout Thu. A thermal trough will develop over the Yucatan Peninsula during the evenings beginning on Thu, move slowly westward during the overnight hours, and dissipate over the SW Gulf by late each morning.
