.SYNOPSIS...Strong high pres across southern Texas is producing
a reinforcing surge of cold air and gale force winds in the
coastal waters from Tampico to Veracruz this evening. Winds and
seas will diminish from N to S Thu through Sat as strong high
pres over the United States slides eastward.

3 to 5 ft late.
