.SYNOPSIS...Tropical Storm Harvey is centered near 23.2N 92.8W
995 mb at 3 AM EDT,moving N,or 360 degrees at 9 kt. Maximum
sustained winds are 40 kt gusting to 50 kt. Harvey is forecast
to move near 24.0N 93.6W this afternoon, become a strong
tropical storm near 27.5N 97.0W tonight, reaching hurricane
strength near 26.3N 95.8W Fri afternoon before reaching 27.5N
97.0W Fri night off the coast of Texas, then move inland to
28.5N 97.8W through Sat night. Harvey will meander inland
thereafter, possibly moving back over Gulf coastal waters.
