.SYNOPSIS...Tropical Depression Harvey is centered near 21.9N
92.6W 1002 mb at 11 PM EDT, drifting NW, or 325 degrees at 2 kt.
Maximum sustained winds are 30 kt gusting to 40 kt. Harvey is
forecast to intensify to tropical storm near 22.8N 93.1W at
sunrise on Thu, and continue to gradually strengthen throughout
Thu and Fri reaching minimal hurricane strength near 26.6N 96.3W
around sunset on Fri, and move inland Texas near 28.5N 97.5W
around sunset on Sat. The remnant low of Harvey will move E
across the northern coastal plains through early next week.
