Franklin will strengthen to a minimal hurricane at 2 PM near 20.5N 94.4W, and move inland Mexico near Veracruz late tonight with conditions improving throughout Thu. A surface ridge will meander westward from the Florida Big Bend across the Northern Coastal Waters and Coastal Plains, with a surface high developing along the ridge during the late afternoons.
