.SYNOPSIS...Moderate E winds will occur across the waters into 
early Tue before winds increase to fresh speeds across the 
Atlantic waters Tue afternoon, and the Caribbean waters Tue 
evening as high pressure builds north of the region. Strong winds
will be possible at times Tue night through Thu before winds 
diminish by Fri. Rough seas in N to NE swell will develop across
the Atlantic waters Tue night and persist into Fri before 
subsiding. Over the Caribbean waters, moderate seas will prevail.
