.SYNOPSIS...Moderate to fresh winds over the Atlantic waters
will diminish to gentle to moderate speeds tonight. Then, winds 
are forecast to increase to fresh to strong speeds by mid-week 
as high pressure builds N of area. Moderate to rough seas will
persist. Over the Caribbean waters, mainly gentle to moderate 
winds and slight to moderate seas are expected through Wed.
