.SYNOPSIS...Tropical Storm Philippe is near 18.2N 54.5W at 11 PM
EDT, and is moving northwest at 7 kt. Maximum sustained winds
are 45 kt with gusts to 55 kt, and the minimum central pressure
is 1002 mb. Philippe will move to near 19N57W Thu evening,
19N59W Fri evening, 18.5N 60W Sat evening, and weaken to a
remnant low near 18.5N 62W Sun evening. Seas will build through 
the end of the week over Atlantic waters in merging NE and E 
swell as Philippe moves near the northern Leeward Islands.
