.SYNOPSIS...Tropical Storm Philippe is near 17.4N 52.0W at 11 PM
EDT, and is moving west at 10 kt. Maximum sustained winds are
40 kt with gusts to 50 kt, and the minimum central pressure is
1003 mb. Philippe will move to near 19N55W Wed evening, weaken
to a tropical depression near 20N60W Fri morning, and weaken to
a remnant low near 20N 61.5W Fri evening. Seas will build 
tonight through Fri over Atlantic waters in merging NE and E 
swell as Tropical Storm Philippe moves NE of the Leeward Islands.
