.SYNOPSIS...Atlantic high pressure extends from the central
Atlantic to the central Bahamas and will shift northward through
mid week, supporting moderate trade winds and moderate seas
through today. Seas will build tonight through Fri over Atlantic
waters in merging NE and E swell as Tropical Storm Philippe 
moves NE of the Leeward Islands. Tropical Storm Philippe is 
near 17.7N 49.0W at 5 AM EDT, and is moving west-northwest at 11 
kt. Maximum sustained winds are 45 kt with gusts to 55 kt, and 
the minimum central pressure is 1001 mb. Philippe will move to 
near 20N54W Wed afternoon, 22N57W Thu afternoon, weakening to a 
tropical depression near 22N61W early Sat morning, and weakening 
to a remnant low near 22N64W early Sun morning.
