.SYNOPSIS...Gentle to moderate southerly winds will persist 
across the local waters, due to the influence of the distant 
Hurricane Franklin, as it moves farther north northwest across 
the southwestern Atlantic waters and away from the local area. 
Winds are expected to become E to SE Mon night into Tue as
ridging builds N of the area in the wake of Franklin. A tropical
wave is forecast to move across the Caribbean waters on 
Wednesday. Isolated thunderstorms are expected each afternoon
off the western coastal waters of Puerto Rico.
