.SYNOPSIS...Gentle to moderate southerly winds will persist 
across the local waters, due to the influence of the distant 
Hurricane Franklin, as it moves farther north northwest across 
the southwestern Atlantic waters and away from the local area. 
Winds are expected to become E to SE Mon night into Tue as
ridging builds N of the area in the wake of Franklin. Some 
showers and few thunderstorms may develop and cause locally 
hazardous conditions over portions of the regional waters and 
passages during the overnight hours.
