.SYNOPSIS...Newly upgraded Hurricane Franklin is near 23.5N
66.7W at 11 AM EDT moving north-northwest at 6 kt. Maximum 
sustained winds are 65 kt with gusts to 80 kt. Minimum central 
pressure is 989 mb. Franklin is expected to steadily strengthen 
through Tue, as it moves N-NW to near 24.2N 67.0W this evening, 
near 25.4N 67.8W Sun morning and then exits the region to the N
through Tue. Bands of showers and thunderstorms associated with 
Franklin will continue to affect the local Atlantic waters and 
coasts through this evening. Moderate NW to N swell is expected 
to move through area waters through Sun before diminishing.
