.SYNOPSIS...Tropical Storm Franklin is near 21.9N 70.4W at 5 AM 
EDT, and is moving north at 11 kt. Maximum sustained winds are
45 kt with gusts to 55 kt, and the minimum central pressure is 
1001 mb. Franklin will move to near 23.5N 67.0W Fri afternoon, 
25N66W Sat afternoon while strengthening to a hurricane and 
29N68W late Sun night with max winds of 95 kt. Conditions in the 
Caribbean have already improved. However, conditions well north 
of Puerto Rico may not begin to improve until late in the 
upcoming weekend.
