.SYNOPSIS...Tropical Storm Franklin is near 18.9N 70.9W at 11 AM
EDT, and is moving north at 11 kt. Maximum sustained winds are 
35 kt with gusts to 45 kt, and the minimum central pressure is 
1004 mb. Franklin will move to 20.5N 70.4W this evening, 22.1N 
69.5W Thu morning, 22.8N 68.2W Thu evening, 23.1N 67.0W Fri 
morning, 23.4N 66.0W Fri evening, and strengthen to a hurricane 
near 24.3N 65.7W Sat morning.. Conditions in the Caribbean will 
improve tonight. However, conditions well north of Puerto Rico 
may not begin to improve until late in the upcoming weekend.
