.SYNOPSIS...Tropical Storm Franklin is near 14.8N 70.3W at 5 AM 
EDT, and is moving NW at 3 kt. Maximum sustained winds are 45 kt 
with gusts to 55 kt, and the minimum central pressure is 1002 mb. 
Franklin will move to Hispaniola on Wed, and N of Hispaniola Wed
night. Tropical Depression Gert is near 17.2N 58.8W at 5 AM EDT, 
and is moving west-northwest at 7 kt. Maximum sustained winds are
25 kt with gusts to 35 kt, and the minimum central pressure is 
1008 mb. Gert will become a remnant low later today before 
dissipating by tonight. Rough to very rough seas can be expected
through early Wed in the eastern and central Caribbean. 
Conditions in the Caribbean will improve Wed night into early 
Thu.
