.SYNOPSIS...Expect strong winds and rough seas over Atlantic
waters north of the Virgin and northern Leeward Islands tonight
into Sun as broad low pressure gradually forms near Hispaniola.
Gentle to moderate southerly winds will persist thereafter across
the region through mid week as the low moves farther to the
northwest of the area.
