.SYNOPSIS...Mainly moderate trade winds are expected through 
Wed as the Atlantic ridge remains well N of the area. A deep
layered trough approaching from the west will collide over the
area with a tropical wave approaching from the east, leading to
scattered to numerous showers and thunderstorms across the area
Tue night through Thu, and freshening SE winds across the 
eastern portion of the area. Heavy rainfall and flooding are
possible over portions of Puerto Rico and the Virgin Islands
during that time.
