.SYNOPSIS...Tropical Storm Earl near 23.7N 65.7W 996 mb at 11 AM 
EDT moving N at 4 kt. Maximum sustained winds 55 kt gusts 65 kt.
day. Moderate seas associated with Earl will continue to subside
across the Atlantic waters today as the tropical cyclone moves 
away from Puerto Rico. However, small pulses of a northerly 
swell will continue to reach the local Atlantic waters and 
portions of the local passages today and tonight.
