.SYNOPSIS...Winds and seas are forecast to increase across the 
Caribbean waters this morning through Thu as Potential Tropical 
Cyclone Two moves across the southern Caribbean. A surge in winds
and seas are also expected during the upcoming weekend in association
with a tropical wave that will move across the eastern Caribbean.
