moderate to locally fresh E to SE winds across the regional 
waters through tonight, then moderate SE winds will continue
through Thu. Moderate to fresh trade winds are expected over the
Caribbean waters Thu night through Fri shifting to SE winds and
extending to the Atlantic waters the remaining forecast period.
