.SYNOPSIS...At 11 PM EDT, Tropical Depression Fred is over land in
Hispaniola near 19.5N 72.2W, moving away from the area to the 
WNW at 13 kt. Over regional waters, moderate to fresh winds will 
prevail through late Sat. Looking ahead, a fairly strong tropical
wave will move into the Windward Islands by Sat night, and into 
the north central Caribbean by Mon.
