.SYNOPSIS...A large tropical wave is racing across Puerto Rico
and the eastern Caribbean this afternoon and will move west the 
local region tonight. A surge in wind and seas with and behind 
the wave will dominate regional waters through Mon evening before
marine conditions improve Tue through Wed as high pressure 
weakens to the north of the area.
