.SYNOPSIS...Moderate to fresh winds will prevail across the 
forecast waters through Mon night as high pressure remains 
centered across the west central Atlantic. Winds will diminish 
slightly Tue and Tue night as the high weakens and shifts E.
Newly formed Tropical Depression Thirty-One located near 14.2N 
74.3W at 1500 UTC moving WSW at 6 kt. Minimum central pressure 
1007 mb. Maximum sustained winds 30 kt gusts to 40 kt. T.D. 
Thirty-One will move in a general WSW motion through the weekend 
and gradually strengthen to a hurricane by Sun morning near 
14N78.5W then continue toward the coast near the Nicaragua-
Honduras border.
