.SYNOPSIS...High pres over the western Atlantic will maintain 
fresh northeast to east winds through tonight over the Atlantic
waters. Long-period north to northeast swell will bring 
hazardous marine conditions to the Atlantic waters and passages 
through Wed night. More tranquil conditions are expected for the 
end of the week as low pres moving E from the United States 
weakens the ridge over the western Atlc.
