.SYNOPSIS...High pres over the W Atlc will maintain fresh NE to 
E winds through tonight over Atlc waters. Long period N to NE 
swell will bring hazardous marine conditions to the Atlantic 
waters and passages through Wed night. More tranquil conditions 
are expected for the end of the week as low pres moving E from 
the United States weakens the ridge over the western Atlc.
