.SYNOPSIS...Tropical Storm Sebastien is centered NE of the
northern Leeward Islands near 22.2N 61.5W at 10 PM EST, moving N
at 6 kt. Minimal central pressure is 999 mb and maximum 
sustained winds 50 kt gusts 60 kt. Sebastien will continue move 
away from the area. Associated NE to E swell will impact the 
Atlantic waters and passages through Thu.
