.SYNOPSIS...Tropical Storm Sebastien will pass well NE of the
area through Wed, with associated NE to E swell expected to 
impact the Atlantic waters and Atlantic passages through mid 
week. The tail end of a cold front may move across the Atlantic 
waters by the end of the week.
