NOTICE: The U.S. Coast Guard requests feedback on a proposal to

.SYNOPSIS...Relatively weak high pressure centered near 28N67W
will maintain moderate east to southeast winds across the region
through early Wed before stronger high pressure builds in from 
the north during Wed and through Thu, with the resultant 
gradient expected to increase the winds to mainly fresh speeds 
across the area. Long period northeast propagating through the 
forecast Atlantic waters will slowly subside through early Tue 
evening. A large set of long-period north to northeast swell will
reach the forecast Atlantic waters and northeastern Caribbean 
beginning late Wed night and through Thu. This swell will 
significantly build seas over these waters Thu night through Fri 
morning before they begin to gradually subside through Sat night.
