.SYNOPSIS...A tropical wave over the Leeward and Windward Islands will
move across the local area through Wed, and interact with an upper
low to produce very active weather and strong gusty winds across the
entire region. Low pres may develop along the northern portion of
the tropical wave north of Puerto Rico. Otherwise, moderate to fresh
trades will prevail. Seas will build through the week with easterly
swell behind the tropical wave.
